Artificial Intelligence (AI) is rapidly transforming the world around us—from healthcare and finance to education and entertainment. But one of its most profound and potentially disruptive impacts is unfolding in the realm of democracy. The Rise of Generative AI and Electoral Misinformation
Generative AI tools, such as those capable of producing deepfakes, have introduced a new era of political misinformation. These tools can fabricate realistic images, videos, and audio clips that depict candidates saying or doing things they never did. Such content spreads rapidly across social media platforms, often without attribution, making it difficult for voters to distinguish fact from fiction. This phenomenon is not just theoretical. In recent elections, AI-generated misinformation has been used to defame opponents, manipulate public opinion, and even influence outcomes. The accessibility of these tools means that bad actors—whether foreign governments, political operatives, or independent trolls—can deploy them with minimal resources and maximum impact. U.S. Legislative Debate
In the United States, a controversial proposal is currently under debate: a 10-year moratorium on state-level AI regulations. Tucked into a broader domestic policy bill, this measure would prevent states from enforcing their own AI-related laws, including those aimed at protecting voters from deepfakes and digital impersonation. Critics, including North Carolina Attorney General Jeff Jackson, argue that this moratorium would effectively dismantle existing consumer and voter protections. Jackson warns that the proposal could leave the public vulnerable to AI-driven manipulation for the next decade, especially given Congress’s poor track record on regulating digital technologies. “AI is going to become misinformation on steroids,” he cautions, emphasizing the need for proactive safeguards rather than reactive regret.
Global Governance: UNESCO and UNDP Sound the Alarm
Recognizing the global nature of the threat, international organizations are stepping in. On World Press Freedom Day 2025, UNESCO and the United Nations Development Programme (UNDP) released a joint issue brief titled “Artificial Intelligence, Freedom of Expression and Elections.” The report highlights how AI technologies—from recommendation algorithms to generative models—are shaping the information landscape during elections. While AI can enhance civic engagement and streamline communication, it also poses serious risks: the spread of disinformation, threats to privacy, and the amplification of hate speech. The brief calls for a human rights-centered approach to AI governance and urges electoral stakeholders to adopt multidisciplinary, multi-stakeholder strategies to safeguard democratic processes.
Taiwan’s Digital Democracy: A Global Model
Among the countries leading the charge against AI-driven disinformation is Taiwan. Often targeted by foreign propaganda—particularly from China—Taiwan has developed a robust digital defense strategy that is now being recognized globally. As a founding member of the Artificial Intelligence Advisory Group on Elections (AI AGE), Taiwan is sharing its model with over 145 countries. Taiwan’s approach includes “pre-bunking” education in schools, rapid-response teams that counter disinformation within 60 minutes, and civic fact-checking tools like MyGoPen. These efforts are grounded in a philosophy of co-governing AI with citizens, ensuring transparency without resorting to censorship. The result is a resilient, participatory digital democracy that other nations are now looking to emulate.
India, the world’s largest democracy, is also leveraging AI to strengthen its electoral processes. The Election Commission of India (ECI) has introduced a new system to automate the generation of post-election statistical reports. This includes the creation of digital Index Cards that compile detailed constituency-level data, such as voter turnout, gender-based voting patterns, and party performance. Previously a manual and time-consuming process, this automation enhances transparency, reduces errors, and accelerates access to critical data for researchers, journalists, and the public. It’s a significant step toward a more data-driven and accountable democratic system.
Clearly, technology should empower—not endanger—democracy. As AI continues to evolve, so must our commitment to ethical innovation, transparency, and civic responsibility.
